City Councilor Vanessa Hall-Harper, MSM, serves as the Healthy Living Program Manager at the Tulsa Health Department. She has been employed with the Tulsa Health Department for more than 16 years. Vanessa is also an Adjunct Professor at Tulsa Community College in Political Science. Prior to her work in the health field, she served as an Intake Counselor at the Tulsa County Juvenile Bureau. Vanessa received her Bachelor’s Degree in Political Science/Pre-Law from Jackson State University, a Legal Assistant certification from the University of Tulsa and her Master’s Degree from Southern Nazarene University in Business Administration and Management.
In 2016, Vanessa was elected as the City of Tulsa, District 1 Councilor. She previously served on the City of Tulsa’s Sales Tax Overview Committee as a community volunteer. Vanessa is committed to improving the quality of life in District 1 both professionally and politically. Vanessa is also a community activist who is passionate about uplifting her community. She has volunteered on a wide range of boards and committees, including the Institute for Developing Communities, Community Food Bank of Eastern Oklahoma, North Tulsa Clean-up Campaign, the Phoenix District Development Council, Theatre North, Emelle Performing Arts Institute and the Greenwood Chamber of Commerce. She is a member of Alpha Kappa Alpha Sorority.
Vanessa has been married for 22 years to Sargent Marcus Harper of the Tulsa Police Department and they have one daughter, Kaylyn. Vanessa enjoys spending time with her family, cheering for her Dallas Cowboys, cooking, playing dominoes or spades, and singing in her church choir at Paradise Baptist Church.
